Step 1

Ink your picture using either the fountain pen or the brushes and India ink (I used the brushes and ink). Then, scan it into Paint Shop Pro. Do this by going to File > Import > TWAIN > Aquire
Your scanner settings should be 600 dpi. Once you have the correct settings scan your picture as lineart.
Step 2

Now your Picture is scanned and should be up on the screen. I'm using a picture of Bulma I drew while looking at the Manga (no, it's not traced) for this tutorial.
Step 3

I usaully then Increase the colors to 16 million by going to Colors > Increase Color Depth > 16 million colors (24 bit). Then I shrink the image by holding down Shift and pressing "S". A good size for the picture is 450 pixels in height, leave the width alone. The width should automaticly convert if you have the "Maintain aspect ratio of: 2.3521 of 1" box checked
Step 4

This is a very important step it will seperate the black ink from the white background, go to Mask > New > From Image.
Use the settings displayed here.
Step 5

Now your image should have a transparent background and all that's left is the black ink.
Step 6

I usually take the pen tool get a nice size of 102 pixels and go over the inking in black just to restore some of the black lines lost when we created the mask. This step is optional but I sugest it.
